Resumen

La criminalidad juvenil y la edad de imputabilidad han estado frecuentemente en el centro de la opinión pública, abriendo debates en el campo de las políticas sociales y penales. Este trabajo busca, desde una perspectiva de desarrollo humano y con vistas a la efectividad en la reducción de tasas de criminalidad, analizar el impacto de la baja en la edad de responsabilidad penal. Para este análisis, es elemental explorar cómo los contextos familiares, educativos y económicos condicionan las trayectorias de los jóvenes en conflicto con la ley. A partir de una revisión de literatura que compara experiencias internacionales y aborda datos descriptivos de criminalidad juvenil en Argentina, se concluye que aquellas políticas punitivas que no aborden las desigualdades estructurales pueden perpetuar los ciclos de exclusión y criminalización.
